When youve wrote a post, people can rep you - ie add to ur reputation. Its supposed to be used when you have wrote a good post, factual, interesting. When you think the post is worthy of ur thanks i suppose. Someone will be along in a bit to explain it better!!

You can also give rep points to someone if you think there post is really good. All you do is is click on the set of scales (next to the green online button) on the grey/blue info section.
