When can I add my picture?

When will I be able to add my picture to my profile?
I'm not sure how this site works? I can't seem to view other peoples profiles yet?

Yes, new members like me need to post 50 messages before we are trusted, it is a good policy as it prevents just anybody looking at personal pictures
