I did see a news item on this on Inside Out London a few weeks ago (the Daily Mail reported the same story -- google it).
As for cost, again I just used google and various results came up from "the Endobarrier costs £2,750 plus VAT" (but the page would not load of that quoted google search result!) to this estimate from Diabetes UK:

Their estimate is about £7,000 but you would have to enquire with individual clinics -- again google will bring up lots of results of clinics offering the procedure.
Or your GP could put you in the direction of a clinic, perhaps (although the procedure is not yet available on the NHS as far as I am aware because it is currently only at trial stages).
