In some areas gaining funding means getting the surgery. Whereas, in other areas funding does not guarantee getting the surgery.
For my area the Surgeon has a meeting with all the people involved in your case (anaesthetist, dietician, psychologist...) and decides whether your surgery goes ahead. However, saying that there is usually a very good reason why they will not go ahead with it after all the hoops we have to jump through!
I wouldn't worry about this until it comes to it. As Serenitylove said, your area does not operate this policy so unless there is a significant risk involved with you having the surgery, and that risk outweighs the benefits then you should have no problem.
